The state government is seeking to curb substandard project execution and misuse of public funds in civic works by introducing artificial intelligence (AI), geo-tagging and Geographic Information System (GIS) mapping for technical and social audits.
A special study group has been constituted under the chairmanship of the Commissioner and Director of the Directorate of Municipal Administration to design the high-tech audit mechanism. The panel was formed through a Government Resolution issued on Wednesday and has been directed to submit its recommendations within one month.

The move follows an announcement by Deputy Chief Minister Eknath Shinde during the 2026 Monsoon Session of the state legislature.

The proposed system will cover development works undertaken by urban local bodies, including municipal corporations, municipalities and municipal councils.
AI, GIS Mapping and Geo-Tagging for Project Monitoring
AI and GIS mapping will be used to assess the quality, accuracy and execution of projects. Geo-tagging will allow online monitoring of physical progress and compliance with stipulated timelines.
The study group will examine ways to strengthen existing technical and financial audit mechanisms and explore the use of AI for more precise scrutiny. It will also assess whether completed projects deliver tangible benefits to citizens and evaluate their wider social impact.

Committee to Focus on Quality and Timely Completion
The committee has been tasked with recommending measures to ensure that ongoing and proposed works are completed within deadlines and meet prescribed quality standards.
Officials hope the technology-led framework will enable authorities to track projects at different stages and intervene where delays or deficiencies are detected.

The initiative comes amid frequent complaints over poor-quality execution and alleged financial irregularities in road construction, water supply and other civic infrastructure projects.
Public Participation in Social Audits
The audit process will extend beyond government officials. Citizens, residents' associations, non-governmental organisations, technical experts, academic institutions and elected representatives will be involved to strengthen the social audit component and improve public accountability.
